Understanding Penalty Shootouts at the FIFA World Cup

A guide to penalty shootouts, including rules and procedures, to enhance your viewing experience of the 2026 FIFA World Cup

When the score is tied after 90 minutes of regulation and 30 minutes of extra time, the match proceeds to a penalty shootout, a thrilling conclusion that can make or break a team's World Cup dreams.

The term 'penalty shootout' refers to the process by which two teams take turns attempting penalty kicks from the penalty spot, with the team scoring the most kicks declared the winner.

How Penalty Shootouts Operate

During a penalty shootout, each team takes turns making up to five penalty kicks from the penalty spot. If one team establishes an insurmountable lead, the shootout ends prematurely, as the opposing team can no longer catch up mathematically.

In the event that the score remains tied after both teams have taken five kicks, the shootout proceeds to sudden death, with each team taking one kick at a time. The shootout concludes when one team scores and the opposing team misses, resulting in the scoring team being declared the winner.

When Are Penalty Shootouts Utilized?

Penalty shootouts occur when the score is tied after the 90 minutes of regulation and 30 minutes of extra time have been completed. This procedure is exclusive to the knockout stages of the tournament, encompassing the round of 32, round of 16, quarterfinals, semifinals, and the final.

Defining a Penalty Kick

A penalty kick, often abbreviated as 'PK,' is a one-on-one contest between a field player and the goalkeeper, in which the field player attempts to score a direct kick from the penalty spot.

Penalty Spot Distance

The penalty spot is situated 12 yards from the center of the goal line, resulting in a mere 12 yards separating the penalty taker and the goalkeeper during a penalty kick.

Penalty Taker Regulations

The penalty taker is afforded the freedom to deceive the goalkeeper during their approach to the kick, provided that they do not violate any rules. If a penalty taker makes contact with the ball more than once during their attempt and scores, the penalty kick will be retaken. If they fail to score, it will be recorded as a miss and the shootout will continue.

Goalkeeper Rules

The goalkeeper must adhere to three primary rules during a penalty kick: face the kicker, remain between the goalposts, and maintain at least one foot on or over the goal line until the kick is taken.

If a goalkeeper leaves their line during a penalty attempt and the attempt is unsuccessful, the kick will be retaken. If the attempt is successful, the goal will be awarded. Additionally, goalkeepers are prohibited from touching the goalposts, crossbar, or netting as a means of intimidation, and trash-talking is also not permitted.
